walter.dean@epa.gov. The Environmental Protection Agency's (EPA) Office
of Air and Radiation, Office of Atmospheric Programs, Climate
Protection Division is soliciting technical, analytical, and outreach
support to assist landfills in developing gas recovery and utilization
projects that reduce methane emissions. Contractors will support the
EPA Landfill Methane Outreach Program, a voluntary program designed to
reduce landfill methane emissions on a domestic and international
level. This is a two-stage announcement. The first stage is "Release of
a Draft Solicitation for Planning Purposes" pursuant to FAR 52.215-3.
A draft version of the solicitation will be available for review and
comment on or around February 18, 2000 at the website hyperlink listed
below. The purpose of this release is to develop and identify
interested sources for this requirement. For planning purposes, sources
intending to submit proposals in response to the formal solicitation
are requested to submit their name, address, business size, intention
toparticipate as a prime or subcontractor, and whether or not they
desire to be placed on a public list of interested parties. In
addition, prospective offerors are invited to submit comments regarding
the reasonableness and feasibility of the draft solicitation, or
suggestions for any improvements. Responses to this draft solicitation
are requested by March 2, 2000 and will not be considered proposals.
Information contained in the draft solicitation is preliminary, subject
to change, and is in no way binding on the Government. The second stage
of this announcement is release of the formal solicitation. The SIC
Code for this requirement is 8742. EPA anticipates awarding multiple
indefinite delivery/indefinite quantity contracts. This procurement is
expected to be unrestricted. The contracts will have a 12-month base
period and four 12-month option periods. This solicitation should be
available to prospective offerors on or about March 17, 2000 at the
website hyperlink listed below. Interested parties are advised to
monitor this website for further information regarding this
procurement. Any amendments issued after formal release of the
solicitation will only be posted on this site and must be acknowledged
in the submission of proposals. If internet capability is unavailable,
please submit a written request to have this information mailed. All
communication concerning this competitive procurement shall be made
