via, ccaudle@usgs.gov. SECTION 8(a) PROGRAM -- The U.S. Geological
Survey (USGS) has a requirement for hazardous and non-hazardous removal
services to be provided at its National Center located in Reston, VA,
USGS Herndon Warehouse, and the Patuxent Wildlife Research Center
located in Laurel, MD. Services shall include packaging, removal, and
disposal of hazardous and non- hazardous waste. Within seven days after
notification, the Contractor shall furnish all labor, equipment,
materials, containers, and services necessary to collect, sort,
package, manifest, and transport waste to a treatment, storage,
disposal, recycle (TSDR) facility that is EPA -- permitted, uses EPA --
approved methods, and operates in accordance with all pertinent State
and Federal regulations. None of the services shall be subcontracted to
other vendors. The Contractor shall identify the intended TSDR facility
to be used throughout the term of the contract. The Contractor must be
licensed and will be required to furnish a Certificate of
WasteDisposal Disposition to the USGS no later than 90 days after
disposal. Generated waste could contain unknown substances and
explosives. Services will require (without additional expense to the
USGS) the maintenance, packaging, shipping and compliance with the
required licenses and permits in accordance with federal and state
codes and local regulations, and DOT and EPA shipping specifications.
The Contractor shall be capable of providing emergency response
services and cleanup, on a 24-hour basis, with maximum response time of
four (4) hours, 365 days a year. The contractor must have a current
certificate of liability insurance, and the amounts of insurance shall
not be less than $2 Million for each person, each occurrence, and
property damage as a total. In addition, all information shall comply
with the emergency planning reporting requirements of Section 302, 304,
and 311 of Emergency Planning and Community Right-to-Know Act (EPCRA)
for pollution prevention and right-to-know information. Solicitation
No.00HQSS0006 will be available on or about February 18, 2000 with a
closing date 30 days after issuance. Requests for Solicitation No.
00HQSS0006 shall be in writing and may be forwarded via regular mail.
