Contract Specialist, jacksonba@oro.doe.gov. The U. S. Department of
Energy (DOE), Oak Ridge Operations Office (ORO), seeks comments and
expressions of interest on its DRAFT Request for Proposals for
Management and Operation of the DOE Y-12 Plant located in Oak Ridge,
TN. Lockheed Martin Energy Systems, Inc. is the incumbent contractor.
The current contract will expire on March 31, 2000. It is anticipated
that there will be an extension of the current contract to allow time
for the contract award process to be completed. The approximate annual
value of the current Y-12 performance-based contract is greater than
$500 million. It is anticipated that the resulting contract will be a
cost-plus-award fee type containing a transition period of
approximately sixty (60) days with a five (5) year base period and one
or more option periods for a total not-to-exceed five (5) years. The
total contract term including options will not exceed ten (10) years
excluding the transition period. In addition to the award fee
provisions of the contract, offerors mustbe willing to enter into
performance-based incentive fee arrangements to assure a
"pay-for-performance" concept is implemented in this contract. The Y-12
Plant is a Government-owned facility that supports national security
programs through production of nuclear weapons components; stockpile
evaluation and maintenance; stockpile surveillance; dismantlement; and
nuclear materials management, storage, and disposition. The facility
is located in Oak Ridge, Tennessee, on approximately 811 acres within
the Oak Ridge Reservation in Bear Creek Valley. Defense Programs'
facilities consist of over 5 million square feet in 486 buildings
including 13 major production facilities. The Y-12 Plant is one of
several production plants that are critical to the Department of
Energy's (DOE's) Stockpile Stewardship Program. A DRAFT solicitation is
planned for release by the U.S. Department of Energy, Oak Ridge
Operations Office (ORO) in electronic format in late February, 2000.
Any comments resulting from the review of the DRAFT RFP must be
submitted in order to be received no later than one week from the date
the DRAFT RFP is published on the web-site. It is anticipated that the
RFP will be issued on or about March 10, 2000. The DRAFT and the final
RFP for this competition as well as links to other web-sites with
information regarding Y-12 and its overall operation has been
established at http://www.oro.doe.gov/y-12seb. This web-site will be
the official solicitation distribution medium. No paper, diskette, or
CD-Rom copies will be distributed after the published date of this
notice. Documents not accessible through the Internet will be placed in
the U.S. Department of Energy Public Reading Room, located at 230
Warehouse Road, Suite 300, Oak Ridge, TN 37830 as they become

will be made available for review to no more than two (2)
representatives of business entities which have submitted the
expression of interest requested by this announcement. The
representative(s) must possess a current DOE Q Clearance and have been
named in the expression of interest provided to the DOE. If your firm
is interested in reviewing classified data associated with the Y-12
competition, send written correspondence or e-mail the person specified
as the ORO point-of-contact on the web-site and in this announcement
with the name(s) and security clearance level possessed by the
representative(s). In most cases, validation of clearance level can be
accomplished within three (3) business days after receipt of the
correspondence. A telephonic notification followed by a written
verification will be provided to the requestor. Expressions of interest
which provide a statement of intent to propose, name of the business
entity, address, point-of-contact, telephone number, e-mail address and
the names of the representatives who will require access to classified
documents and attend the classified tour must be received by the ORO
SEB no later than March 1, 2000. A pre-proposal conference will not be
conducted for this acquisition. However, a classified briefing and
tour of the Y-12 Plant at Oak Ridge, Tennessee, will be conducted only
for those firms which actually intend to submit a proposal and have
submitted the required registration form mentioned below. Classified
Site Tour registration forms will be provided to those business
entities which have demonstrated an intent to propose by responding to
this announcement with written expressions of interest as requested
above. Site tour attendance is limited to six (6) persons from each
proposing entity. Only those individuals of the proposing firms who
hold a current DOE "Q" clearance and are listed on the registration
form associated with that entity will be permitted to participate in
the classified site tour. The tour will begin with an introductory
session and will be completed by 4 p.m. Oral questions pertaining to
the RFP or other contractual matters will not be entertained during the
tour. Unclassified questions pertaining to the RFP or other contractual
matters may be submitted in writing to DOE representatives during and
after the tour. Questions and answers will be provided in a formal
amendment to the solicitation. No photographs or videotapes of the
facilities may be taken during the tour. No tape recorders may be taken
