R -- INTERPRETIVE AND EXHIBIT PLANNING AND DESIGN SERVICES AT JAMESTOWNISLAND, VA DUE 030900 POC JTP/Elizabeth Kostelny, APVA, (804) 648-1889 The National Park Service (NPS) and the Association for the Preservation of Virginia Antiquities (APVA) are seeking Interpretive and Exhibit Planning and Design services to develop programmatic design alternatives for the redevelopment of Jamestown Island, Virginia. Redevelopment to include a mixture of new construction and rehabilitation and re-use of structures on Jamestown Island and along the Colonial Parkway, and the redevelopment of interpretive programs, exhibits and landscape features. Background: Jamestown Island (approximately 1,500 acres) includes property owned by the NPS and the APVA. NPS's property is part of the Colonial National Historical Park, which also includes Yorktown, several other sites, and the 23-mile Colonial Parkway, which connects Yorktown, Williamsburg and Jamestown. NPS and APVA have co-managed the Island since the 1930's and are fully collaborating on this redevelopment project. Jamestown is significant as the first permanent English Settlement in the New World and is commemorating its 400th anniversity in 2007 with a national/international program of events and activities. Project Description: The first phase of this project will comence immediately and is expected to include: Developing interpretive/exhibit program alternatives and cost estimates with input from the NPS and APVA staff and management, Jamestown interest groups, and the general public. The product of this phase of the project will be a Conceptual Interpretive and Exhibit Plan that is incorporated into a Development Concept Plan for Jamestown Island. Subsequent Work: Subsequent Interpretive and Exhibit work on this project will be dependent upon funding to be raised through a combination of public and private initiatives. This additional work will, subject to the availability of funds, include the balance of Title I (Schematic Design) and Titles 2 and 3 (Design, Construction Documents and Supervision). The work will include the design and construction at Jamestown for indoor and outdoor interpretation, exhibits and signage at Jamestown Island and along the Colonial Parkway. The I + E Project will be coordinated with the overall redevelopment of Jamestown Island. Total construction costs, including exhibits, are estimated to be approximately $60 million. Evaluation Criteria: 1. (30%) Qualifications and experience of key individual team members for the work required. Emphasis will be placed on the experience of team leaders, including subcontractors, involved in the major areas of work: interpretive and exhibit planning and design, graphic design. Special experience is needed in developing an interpretive program, tours and exhibits within a historic landscape. 2. (30%) Qualifications and demonstrated capacity to put together a team of experts and to direct and coordinate their work; demonstrated experience in coordinating I + E work with separately hired A/E consultants, and other disciplines; capacity to work in close coordination with NPS and APVA planning committee; and experience with high technology, interactive exhibitry and computer software design. 3. (20%) Qualifications and experience of the firm/organization in working within a regional context of tourism attractions, historic districts and national and state parks; complying with national, state, town/city codes; and dealing with review boards. 4. (20%) Qualifications and experience of the firm/organization in completing projects of this size and complexity within established time frames and budget.
