R -- PREPARE FWS FIRE MANAGEMENT PLANS SOL RAQ000006 DUE 031000 POC Kay Ryan, 208-387-5717 All U.S. Fish and Wildlife Service (FWS) National Wildlife Refuges are required to complete and submit Fire Management Plans (FMP) to their Regional Fire Management Coordinators (RFMC) for Regional Director approval to comply with the revised Federal Wildland Fire Management Policy. Additional expertise is needed to help the field complete the required FMPs due to current workload and staffing shortages at both the Regional and Refuge level. Two regions, Region 3 and Region 6 have requested a total of 31 plans be written with all work completed by September 30, 2000. It is anticipated that more than one award will be made. The FWS fire management policy is unique to the agency in that it permits exceptions to the National Wildfire Coordinating Group (NWCG) requirements for fitness and qualifications. Whoever writes the plans will also have to consider a number of other agency specific concerns. Past experience has shown that even fire managers from other agencies are not familiar with these FWS policy nuances. Since Refuges and Regions do not have the resources or staff available to orient Contractors on FWS policy, exceptions, and other factors, only individuals who have recently retired from the FWS fire program will be considered for award. The criteria identified for the Contractor(s) includes: 1) Thorough knowledge of evolving FWS policy and regulations; 2) Familiarity with FWS culture; 3) Credibility at the field level; 4) Good communication skills; 5) Experience in writing and reviewing FWS FMPs; 6) Ability to work independently; 7) Excellent technical knowledge of fire management operations, both wildland fire suppression and prescribed burning. This procurement is a 100% small business set-aside and SIC 0851 Forestry Services applies. The small business size standard is $5.0 million for the past three fiscal years. Simplified acquisition procedures will be used for award. The estimated value of this requirement is less than $100,000. Only written offers will be accepted and it is anticipated awards will be made by March 15, 2000.
