Defense Supply Service-Washington, morandl@hqda.army.mil. The Defense
Supply Service-Washington intends to negotiate a sole source contract
with The Clockwork Group, located in Austin, Texas, for the development
and application of a software model to reduce costs associated with the
Army's fleet of 55-engines without degrading readiness. The model is
expected to demonstrate how to optimize maintenance and supply
decisions at various support levels. The Clockwork Group will collect
and analyze data; create and validate an "as is" baseline SPAR model of
the T-55 engine's use and support infrastructure; use the model to
analyze and optimize total ownership cost; and train and support the
U.S. Army Aviation and Missiles Command (AMCOM) personnel in the use of
the model. The Clockwork Group developed SPAR, which is proprietary
software and methodology of the The Clockwork Group. The period of
performance will be 1 March through 30 September 2000. An option period
may be added if determined to be in the best interest of the
Government. The requiring activity is Logistics Integration Agency
