R -- UTILITY CONSULTING SERVICES SOL RFQ-2000-008 POC Linda Wong (415) 561-5352 The Presidio Trust, a Federal government corporation, is soliciting Statements of Qualifications from qualified firms for Utility Consulting Services to assist the Trust in resolving various utility issues arising from the development and implementation of electric, gas, water, and sewer utility programs for the Presidio of San Francisco. Scope of services may include but is not limited to (a) Assist Trust staff in developing a financial management plan for the Presidio's electric, gas, water and sewer services; projecting future electric and gas consumption patterns; and evaluating the condition of existing electrical distribution system infrastructure; (b) Provide financial analysis, technical support and legal advice in support of utility procurement, accounting and billing functions; procurement of electric and gas commodity in a deregulated environment; water supply and sewer discharge issues; and resolving the status and value of gas and electric line easements across the Presidio. Minimum requirements include: California State Bar membership for legal consultants; Professional mechanical and electrical engineer's license registered in the State of California for technical consultants; and local office within 60 miles of the Presidio. Submittals will be evaluated based upon criteria set forth in the Request for Qualifications (RFQ), including but not limited to: specialized experience with California utility law, PUC regulation and utility procurement in California's deregulated utility environment; proposed approach to the major utility legal/financial/technical problems presented in the RFQ; past performance; and outreach efforts.
