Contracting, Fort Bragg, NC is soliciting proposals for an OMB Circular
A-76 Cost Comparison Study to provide educational services for the
Community Activities and Services Business Center (CASBC). The
requirement for Educational Services includes providing all resources
and management necessary to perform educational services and programs
to the adult population of the Fort Bragg Community. Major task areas
include administration and reception; budget; facilities, equipment and
supply; automation and technology; education programs; guidance and
counseling; counseling support; and marketing and briefings. The
performance period includes a base year and four one-year option
periods. A separate phase-in period will be required. The anticipated
contract type is Firm-Fixed Price. The solicitation is 100% Small
Business Set-Aside. The Standard Industrial Classification (SIC) Code
applicable to the solicitation is 8299. The size standard is $5
million. The FSC/Service Codes is R419. Proposal evaluation will be in
accordance with the procedures set forth in OMB Circular A-76, Army
Regulation 5-20, Department of the Army Pamphlet 5-20, the Source
Selection Evaluation Plan, and Section M of the Request for Proposals.
In accordance with OMB Circular A-76, the proposal deemed to represent
the best value to the government will be compared to the government's
proposal to perform said services. The solicitation will not result in
contract award if the Government performance is determined to be more
advantageous. The study will determine if it is more economical to
contract out the functions to a commercial activity or retain the
functions within the federal workforce. This notice does not constitute
a commitment by the Government. The projected date of issuance of the
solicitation is 15 Apr 00, with proposals due 15 May 00. The issue date
and date for receipt of proposals is estimated. Actual date and time
for receipt of proposals will be specified in the solicitation. It is
now the Government's intent to issue the solicitation and amendments
(if any) electronically via the internet. Potential offerors may obtain
the solicitation and amendments at
www.bragg.army.mil/www-doc/solicit.htm. The solicitation will not be
available in hard copy. Technical data, regulations, and other
applicable material will be available for examination by potential
offerors in a technical library. Specific information regarding the
technical library will be provided in the solicitation. See Numbered
