COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 10,2000 PSA#2534A -- SYNTHETIC APERTURE SONAR PROOF OF PERFORMANCE PROGRAM BRIEFING TO
INDUSTRY Special Notice 00-13. (Technical POC: CAPT John J. Polcari,
USN, DARPA/ATO; Contractual POC: Mr. Alan Frederick, DARPA/CMD). The
Program Manager for the Synthetic Aperture Sonar Proof of Performance
(SASPoP) program will host an unclassified review of the SASPoP program
for interested representatives of Government and industry on Thursday,
2 March 2000. The briefing will be held at Schafer Corporation, 1901
N. Fort Myer Drive, Suite 800, Arlington, VA, starting at 9:00 a.m. The
purpose of the SASPoP Program is to conduct a test-oriented effort to
determine the ability of Synthetic Aperture Sonar (SAS) imaging to
provide high-performance mine classification and identification at
large standoff ranges. The SASPoP program has three principal
objectives: 1) Demonstrate the ability of SAS approaches to generate
high-resolution acoustic imagery across a range of operating
environments in a manner that is robust to reasonable variations in
sensor operation, supporting navigation, and propagation conditions. 2)
In concert with wideband operation and vertical interferometry, assess
the ability of the imagery to support classified (or identified)
detection of undersea mines to operationally useful performance levels.
3) Test the applicability of SAS approaches to other sea bottom imaging
tasks. The program will be conducted over a 24-month period. Program
emphasis will be on data-driven algorithmic development and associated
performance testing. One or more teams of offerors with expertise
applicable to SAS in sonar hardware, data recording, system
integration, SAR/SAS imaging algorithms, advanced classification
approaches, test planning and execution, and data reduction and
analysis will be selected from among proposals received in response to
a forthcoming solicitation. Award will be made under the authority of
10 U.S.C. 2371, Section 845, as amended. The intent of the industry
briefing is to introduce the Program Manager and members of the program
staff, specify appropriate channels for communicating with the program,
and review the program's history, objectives, current status, schedule,
funding, and business structure. The Program Manager will take
questions, and encourages input from industry on program schedule and
the structure. Organizations wishing to send representatives should
submit attendance requests via e-mail (preferred), by fax or in writing
to Schafer Corporation, Attn: Ms. Sharon Hebron, 4301 North Fairfax
Drive, Suite 700, Arlington, VA 22203 (Phone: (703) 516-6025, Fax:
(703) 516-6051)). Requests must specify proposed attendees by name and
SSN. Foreign nationals wishing to attend must submit an official
foreign visit request through their embassy to be approved by DARPA.
Include the visit request case number with your attendance request. If
an organization does not wish to have its name released, indicate such
at the time of registration. Requests should be received not later than
28 February 2000. Registration will be confirmed by 1 March 2000. The
number of representatives for each organization may be limited based on
the response to this announcement. E-MAIL:
