The U.S. Army Soldier and Biochemical Command (SBCCOM) located in Natick, MA intends to award a purchase order to Cellular One, 100 Lowder Brook Drive, Westwood, MA 02090 on a basis of other than full and open competition (reference FAR Subpart 6.302-1) for a one year service contract for forty-two (42) separate cellular phones used by SBCCOM personnel. Cellular phone services, though commercial services, are provided by only a limited number of responsible sources. This company currently services these phones for SBCCOM. It is anticipated that a competitive acquisition for these services would result in a substantial duplication of cost to the government and an unacceptable delay in fulfilling SBCCOM's cellular requirements needed at this time.
