The site is controlled by an Assignable Ground Lease which will be assigned to the propspective contractor following contract award. The successful offeror will be required to lease the site, execute a lease with construction rider, construct the specified building and lease it back to the Postal Service. Any award made under this solicitation will be made to the responsible offeror who provides the best overall value to the Postal Service. This is NOT a sealed bid advertisement, and proposals will NOT be publicly opened.
