The work consists of the second phase of a new auxiliary gated spillway through an existing embankment dam. Phase I consisted of site clearing, substantial rock excavation (to get the surfaces down to finished grade), grouting, and a large part of the embankment construction. Phase II construction will consist of building a new eight bay concrete dam on the surfaces prepared under the Phase I contract. This new dam will have eight structural steel tainter (radial) gates, which will be operated by hydraulic cylinders. All mechanical and electrical systems (including a control house and machinery) needed to operate the new gates are included in the Phase II contract. A new monorail mounted bulkhead system is also included to allow dewatering of each gate bay. Completion of the earthen embankment, construction of a new highway bridge atop the dam, and construction of a new roadway atop the entire new embankment are also a part of this contract. A small amount of grouting will be necessary along the contact surface between the new dam and the existing rock. Significant rock excavation (both above and below water) will also be required in the approach channel. Precision blasting will be required due to the proximity of the work to an existing dam, a busy state highway, and a luxury hotel. The city of Branson, Missouri, is located six miles downstream and a dam failure could result in loss of life and property damage in excess of $500 million. This rock will be used to construct a large cut-off dike in the vicinity of the dam as well as to construct a finger for a new beach area. Also, because this area is highly visible to tourists, it is expected that substantial emphasis will be placed on the public relations aspects of the project. Substantial effort in traffic control is expected. The estimated magnitude of work is between $25,000,000.00 and $100,000,000.00. Large businesses must submit a subcontracting plan including the following minimum subcontracting goals: Small Business Subcontracting -- 61.4%, Small Disadvantaged Business Subcontracting -- 9.1%, Women Owned Small Business Subcontracting -- 5.0%, Historically Black Colleges or Universities/Minority Institution -- 10.0%, and Hub Zone Businesses -- 1.0%. Issue date for the solicitation will be on or about March 6, 2000. The solicitation is available on Compact Disk (CD-ROM) and provided free of charge. The solicitation will not be available in a printed paper format; however, the Government reserves the right to revert to paper medium when determined to be in the Government's best interest.
