The Naval Air Systems Command (NAVAIRSYSCOM) Patuxent River intends to award a sole-source firm fixed-price contract N00019-00-C-0253 to Lockheed Martin Aeronautical Systems Corporation, 86 South Cobb Drive, Marietta, GA 30063, for the completion of the development phase, initial production and installation of kits for S-3B Communications Improvement Program (CIP). This effort includes incorporating a VHF antenna modification, integration of a Ground Proximity Warning System, upgrading fielded CIP equipment, upgrading CIP installation, installing and verifying modified A and B kits, determining requirements to modify maintenance and operator training devices, updating technical and software publications, producing and installing twelve (12) aircraft kits, producing two (2) maintenance and one (1) operator trainer kits, and installing two (2) maintenance trainer kits. As the designer, developer and sole manufacturer of the S-3B aircraft and the developer and prime integrator of the initial S-3B CIP development, LMASC is the only source that possesses the necessary technical expertise, engineering drawings and data to perform the total weapons systems integration effort. It is in the Government's best interest to award sole-source to Litton Guidance & Control Systems and is done so under FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
