Government intends to acquire a commercial item using FAR Part 12 and
the Simplified Acquisition Procedures set forth in FAR Part 13. This
notice is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, which is issued as a
Request for Quotation (RFQ); quotes are being requested and a written
solicitation will not be issued. The information required by FAR
Subpart 12.6 is included in the on-line RFQ linked above or it may be
accessed at
http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin=. NASA/GRC
plans to acquire 1 each, Intensified Charge-Coupled Device Camera
System. An intensified CCD camera is required for performing combustion
diagnostics to meet Aeronautics Turbomachinery Components Technology
milestones. A complete camera system is needed and shall include, as a
minimum, a camera head, image intensifier control unit, I/O
synchronization board, control system with software, and PCI interface.
This intensified CCD camera system shall meet or exceed the following
specifications: 1. CCD sensor shall be at least 1280 x 1024 pixels in
size, with minimum full-well capacity of 25,000 electrons, and a
spectral range of at least 300-880 nm, with greater than 4% quantum
efficiency over the specified spectral range. 2. CCD controller and A/D
converter shall have at least a 12-bit dynamic range, with a maximum
readout rate of at least 12.5 MHz, maximum framing rate of at least 8
frames/second, double-shutter capability with minimum pulse separation
time of 200 ns or less, and dark current less than 0.1
electrons/pixel/second. 3. Data acquisition and control system that
shall provide remote control of all camera and intensifier hardware
parameters, as well as options for control of associated equipment,
including lasers and spectrographs; flexible image acquisition,
including delays and binning; image display, processing, and analysis
functions; and programmable command language in C syntax, allowing for
user access to all software functions for macro programming. 4.
Intensified relay optics, that can be attached or detached by the user,
with proximity-focused microchannel plate, at least 25 mm diameter; P43
phosphor screen, with decay to less than 10% within 1 ms, minimum gate
time of 5 ns or less; maximum repetition rate of at least 3 kHz;
remotely controlled timing and gain; 110 V power supply; and output
control pulse for monitoring exposure time. Quantum efficiency of
intensifier shall be greater than 13% from 200nm -- 450nm. Camera shall
be operable as a stand-alone CCD camera, with the intensified relay
optics removed, or as an intensified CCD camera, with the intensified
relay optics installed. 5. System shall include all cabling needed to
permit remote control of camera and intensifier by data acquisition and
control system located 60' (18 m) away from camera, including fiber
optic data and control cable for CCD camera. 6. System shall include
component operation manuals and standard warranty (90 days on
intensified relay optics, 1 year on all other components). Questions
regarding this acquisition must be submitted in writing (e-mail is
acceptable) no later than 2/17/00. (Prospective quoters shall notify
this office of their intent to submit a quotation). It is the quoter's
responsibility to monitor this site for the release of amendments (if
any). Potential quoters will be responsible for downloading their own
copy of this notice, the on-line RFQ and amendments (if any). This
procurement is 100% set-a-side for small business. All items shall be
delivered to the Glenn Research Center within 30 calendar days from the
