A solicitation package cannot be forwarded to a contractor who has not been certified. A copy of the Certified DD Form 2345 is required to be submitted with any request for solicitation package. The Defense Federal Acquisition Regulation has been amended to require all contractors who provide good/services to the DOD be registered in the Central Contractor's Register (CCR).
