Fifty (50) percent of this procurement will be set aside for small business participation only. The other fifty (50) percent will be solicited on an unrestricted basis. Two (2) Indefinite Delivery Type Contracts (IDTC) will be awarded. The following quantities apply to each term year of each contract: minimum quantity: 54,330 each; maximum quantity: 90,510 each. Quantities apply to the Base Year and to each Term Option Year of each contract. Government Furnished Material: Cloth, Tropical Poly/Wool, Khaki Shade 2122 will be provided after contract award. Production leadtime is 150 days. There will be three (3) thirty (30) day increments in the first delivery order. Destination: Contractor's Plant (Bill and Hold). Acceleration of delivery is permitted only if authorized in advance by the Procuring ContractingOfficer. Best Value Source Selection criteria will be used. Evaluation factors are Product Demonstration Models (PDM), Experience/Past Performance, Manufacturing Plan, Bill and Hold, Electronic Data Interchange (EDI), Socioeconomic, DLA Mentoring Business Agreements and Javits-Wagner-O'Day (JWOD).
