E-MAIL: Miller_John@ncsc.navy.mil, Miller_John@ncsc.navy.mil. The Naval Surface Warfare Center Dahlgren Division, Coastal Systems Station (CSS) is seeking information on shock absorbing technologies. The application is for seats, standing bolsters and/or seat suspension systems on 36-ft to 80-ft long high-speed, planing boats used by Special Operations Forces (SOF). This search is not restricted to current approaches or systems used in the maritime environment. It does include any active or passive shock absorbing technology, potentially suited for above application. CSS is interested in systems and technologies that can mitigate the physical effects on the crew and passengers from repeated mechanical shocks experienced during SOF boat operations. Both active and passive suspension absorption technologies, with potential to create a shock absorbing bolster-seat system, are of interest. The desired system will be capable of reducing shocks to levels that will reduce fatigue, improve the SOF operators' ability to control the craft, and, thereby, increase combat readiness. This announcement will serve as a first step for evaluating alternatives and supporting research and development efforts planned for the 2000-2002 fiscal years. That will lead to the acquisition of production shock absorbing bolster-seats for high-speed planing boats. Both off-the-shelf and developmental approaches will be considered. Responses to this announcement should include a technical description and detailed characteristics of the shock absorbing system with enough information for the government to make informed decisions. Information submitted shall be marked with restrictive legends as deemed appropriate by the potential offeror. Data with restrictive markings will be handled in accordance with the restrictions thereto. Interested parties must provide paper submittals with copies on disks in MS Word or Adobe Acrobat format. Information is to be received by the Government by COB 3 Mar 2000. The Government will evaluate the submittals for their potential to reduce the impact to the SOF boat operators. Organizations that submit designs, which are determined by the evaluation team as possessing significant potential for contributing to the solution of the shock mitigation problem, may be provided an opportunity to demonstrate their system. This announcement should not be construed as a commitment by the Government to issue a solicitation or to ultimately award a contract.
