SMALL BUSINESS CONCERNS. The standard industrial classification code is
8711 with a size standard of $4.0 MIL. In accordance with FAR
52.219-14, Limitations on Subcontracting at least 50 percent of the
cost of contract performance incurred for personnel shall be expended
for employees of the small business concern. The Seed Project
identified for this indefinite quantity Architect-Engineering (A-E)
contract is Work Request 65466. The scope of work for the Seed Project
is an engineering investigation and report in accordance with
PACNAVFACENGCOM P-74 to accomplish a Comprehensive Performance
Evaluation (CPE) Study of the Fena Water Treatment Plant (WTP). The CPE
evaluation will identify causes of insufficient or poor plant
performance and assess the capability of existing WTP's
performance-based capabilities and associated administrative, operation
and maintenance practices to meet current and future requirements of 40
CFR Part 141, National Primary Drinking WaterRegulations and GEPA
Primary Drinking Water Regulations. The CPE shall be conducted in
accordance with the guidelines specified in Handbook: Optimizing Water
Treatment Plant Performance Using the Composite Correction Program,
EPA/625/6-9 1/027 and includes but not limited to the following: 1)
Assessment of plant performance, 2) Evaluation of major unit processes,
3) Identification and prioritization of performance limiting factors,
4) Assessment of the applicability of comprehensive technical
assistance, 5) Preparation of a CPE report and 6) Provision of cost
estimate of the recommended upgrade and/or corrective measures to
comply with 40 CFR Part 141. The meeting and submittal schedule is
"kick off" meeting within 10 calendar days from date of contract award,
80% Submittal within 80 calendar days from date of contract award, 100%
Submittal within 30 calendar days after receipt of 80% Government
review comments, and Final Submittal within 21 calendar days following
receipt of 100% Government review comments.The estimated A-E fee for
this project is between $100,000 and $250,000. The selection criteria
to be used in the evaluation of A-E firms remain the same. The due date
for submission of Standard Form (SF) 254/255 is extended to 15 March
