NOTICE OF PURCHASE OF TELECOMMUNICATIONS SERVICES (POTS), MULTIPLE
MANUFACTURER/MULTIPLE AWARD, For any/all locations within the States of
Kansas, Nebraska, Iowa, and/or Missouri -- Solicitation
#6TSA-00-JAG-0048. This solicitation is a commercial item solicitation,
under FAR Part 12, therefore commercial item clauses 52.212-1,2,3,4,&
5 are applicable. The applicable SIC code is 4813. Statement of
Requirement: GSA intends to award locality-based Multiple Award
Indefinite Delivery/Indefinite Quantity, Firm-Fixed-Priced Contracts
for telecommunications equipment and/or services. These contracts shall
be utilized for the purchase of commercial, off-the-shelf
telecommunications equipment and services including cabling,
installation, de-installation, move, and maintenance services. GSA
wants to provide maximum choices for Government agencies, based on
locality-specific pricing. We are seeking different platforms,
manufacturers' equipment, and service and maintenance options for
any/all localities within the States of Kansas, Nebraska, Iowa, and
Missouri, regardless of size. An offeror can propose one or multiple
manufacturers' equipment for any or all of the following groups of
equipment and services in one or multiple localities: PBX and
maintenance of PBX, Key systems and maintenance of key systems,
Instruments, Miscellaneous services, and Cabling. An offeror is not
required to propose the same options for all locations or propose for
all groups. GSA will award only to offerors who are current authorized
distributors, or equivalent, for the equipment they are proposing
necessary to support the maintenance requirements. Contract Term: The
term of this contract is a base period of three years with one two-year
option period, for a maximum of five years. Estimated Contract Value:
The estimated value of all orders to be placed against all contracts
awarded under this solicitation is $45 million, over the initial
three-year contract life. The actual value of a specific award depends
upon the geographic area and the manufacturer proposed. (The
solicitation will contain a matrix to determine the estimated value of
a specific award.) Should the Government exercise the option period,
an estimated value shall be established for this period. The minimum
guaranteed value of any award under this contract shall be $100. The
maximum value of any contract issued under this solicitation cannot
exceed 300% of the estimated value. The entire solicitation will be
posted on the world-wide web, at the GSA/FTS website,
r6.gsa.gov/fts/currentframe.html and at the Electronic Posting System
(EPS) at eps.gov by February 17, 2000. GSA will determine capability to
perform based on: offeror's proof of current authorized
distributorship, or equivalent, for the equipment they are proposing.
The offeror shall provide copies of current agreements with the
Original Equipment Manufacturer (OEM) which certify a contractual
arrangement for the supply of replacement parts and software and
hardware necessary to support the maintenance requirements. The
solicitation is partially set aside for the following socio-economic
groups, 1) Small Business under Sic Code 4813, size standard 1,500
employees, 2) Certified Small Disadvantaged Business -- Price
evaluation adjustments as defined in FAR 19.1101 are applicable under
this solicitation, 3) Section 8(a) certified Business, 4) Woman-owned
Business, and 5) Vendors certified Hub-zone under FAR 19.1303 13 CFR
Part 126. Status as a qualified HUBZone small business concern
(Internet website on the world wide web at sba.gov/hubzone). The
solicitation will be available on or about February 17, 2000. The
closing date (due date) for proposals under this solicitation is
Tuesday, March 20, 2000 at 3:00 p.m. (local time, C.S.T.) at General
Services Administration, 1500 E. Bannister Road, Rm. 1161, Kansas City,
Missouri 64131-3088. Identify the outside of the proposal envelope as
a proposal under Solicitation 6TSA-00-JAG-0048, Due 3/21/2000 and your
firm's name. A pre-proposal conference will beheld in Kansas City, MO
and St Louis, MO during the week of 2/28-3/3. Additional pre-proposal
conferences may be held within Region 6, pending the level of
