A sources seeking synopsis is being conducted for Contractor Logistics Support (CLS) Requirements for the E-4B aircraft. OC-ALC is seeking interested sources capable of supplying all services and facilities necessary to perform Depot Level Maintenance and CLS for E-4B aircraft (fleet of four). The E-4B is a modified Boeing 747 with an extensive mission communication suite consisting of 84 different systems covering the full frequency spectrum from VLF/LF to Milstar. Depot Level Maintenance activities include but are not limited to: depot level process of airframe, component and system inspection; deficiency identification and correction to ensure safe and reliable operation throughtout the service period; aircraft paint; performing Service Bulletin activity; repair and overhaul of selected airframe components; on and off site depot level maintenance, repair and modification; manufacture of E-4B modification kits; and manufacture or make at depot source coded parts. Turn around time for depot level maintenance is 180 calendar days. Facilities must be able to accommodate and completely hangar a Boeing 747 aircraft and must contain a secure location to hold aircraft removed items. Government will provide some support equipment. Contractor must have access to OEM engineering source data. Prototyping and kitproofing efforts of several major modifictions are currently progressing on other government contracts. Contractor will be required to integrate other contractor's activities into their effort. Contractor will be required to allow access to their facility for a team of contractors assigned to the modification contracts to perform and assist in the installation of the production kits. Contractor will be required to operate the Contractor Operated and Maintained Base Supply (COMBS) system, consisting of approximately 50,000 line items, for the E-4B aircraft at Offutt AFB, Nebraska. The contractor will be required to provide supply support (purchase and repair) of all non-Government stocked items, including commercial spares common to a Boeing 747 and unique to the E-4B aircraft. Contractor will also be responsible for overhaul and repair of General Electric (CF6-50) engines. Contractor will be required to provide some intermediate level maintenance (i.e., Aircraft On Ground (AOG) Field Team, Contractor Field Team, etc.) at Offutt AFB, Nebraska. Contractor must also be able to supply experienced field service support on a permanent basis at Offutt AFB, Nebraska. POC for this requirement is Mark L.
