Murtagh The Naval Air Warfare Center Aircraft Division Lakehurst requires an upgrade to the software for the Vibration Analysis Test Set (VATS) and the new Computer Indicator Power Supply (CIPS) procured from Dynamic Instruments, Inc. under contract number N68335-98-D-0058. The Government intends to solicit and negotiate a firm fixed price contract with Dynamic Instruments, Inc., 3860 Calle Fortunda, San Diego, CA 92123-1825. Dynamic Instruments is considered the only supplier for this service because they are the sole designer and manufacturer of the new VATS CIPS, P/N DI-137 or ATABS and own the data rights to the software modifications performed as part of the new VATS CIPS contract. The VATS CIPS is a Commercial-Of-The-Shelf single, self-contained, light-weight portable tracking, balancing, and vibration analyzer. The new VATS CIPS operates with all existing VATS ancillary equipment and has the ability to operate all of the VATS aircraft specific applications. The proposed modification and upgrades to the existing system and aircraft specific software will enable the new VATS CIPS incorporated into the existing system to perform the increased functions for which it was designed. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
