Protection Agency (EPA) has a requirement for full-service marketing,
media and public information and technical support, including planning,
creating, designing, producing and placing advertising to support the
EPA's Office of Air and Radiation (OAR), Office of Atmospheric Programs
(OAP), Climate Protection Division's (CPD) Energy Star programs and
emerging initiatives. The CPD is responsible for an array of
innovative, voluntary pollution prevention programs that reduce
pollution by creating and expanding markets for energy efficiency and
energy efficient products. The primary goal of these programs,
individually and collectively, is to reduce emissions of greenhouse
gases and other pollutants through reduced energy consumption, and to
focus on opportunities to increase energy efficiency and profitability
at the same time. Program participants include manufacturers,
utilities, retailers, home builders and residential building allies,
private corporations, state and local governments, academic
institutions and not-for-profit organizations. The Contractor shall
provide all advertising related services, direct or indirect, to
support the mission of CPD with respect to the Energy Star Program and
other emerging initiatives. Services to be performed are: marketing
research, analysis and strategy development; creative material and
services; media purchase, placement and related services; advertising
support and related services; direct mail services; and audio visual
projects. EPA anticipates awarding one cost-plus-fixed-fee contract for
this requirement. The period of performance for this contract will be
five years (a one-year base period and four, one-year option periods).

available to prospective offerors on or before March 31, 2000 via the
