This solicitation notice is released to announce a USAF Academy Cost Comparison effort for Civil Engineering and Mission Related services conducted utilizing OMB Circular A-76. The cost comparison methodology is being used to determine if it is more efficient for the government or a contractor to operate these functions, and if applicable, to determine the selected contractor. The cost comparison involves 497 Government positions. For purposes of this acquisition, the Standard Industrial Code (SIC) is 8744 with a business size standard of $20 million. Non-personal service requirements include all personnel, supervision, equipment (except for government furnished equipment), vehicles, tools, materials, and other items to accomplish Civil Engineering and Mission Related services on-site which include but are not limited to: 1) Management, Administration, and Customer Support, 2) Resource Management, 3) Engineering Support, 4) Emergency Management, 5) Military Family Housing Management, 6) Housing Management -- Cadet Dorms, 7) Environmental Support, 8) Maintenance Operations -- Base Grounds, 9) Maintenance Operations -- Facilities, 10) Maintenance Operations -- Military Family Housing, 11) Maintenance Operations -- Athletic Facilities, 12) Maintenance Operations -- Dean of Faculty, 13) Training Devices, and 14) Fire Protection Support -- Tech Services. National Agency Checks (NAC) will be required for all employees having access to an Air Force computer system. A Fixed Price Award Fee contract is contemplated. Subcontracting 25% of total contract dollars to small businesses is required. Services shall be provided in accordance with all USAF and Academy procedures/regulations. This solicitation will be released on or after March 6, 2000. The RFP will be posted on the Electronic Posting System (EPS) home page.
