This notice is for the purpose of announcing the issuance of a Formal
Request For Proposals (FRFP). The U.S. Army Tank-automotive & Armaments
Command is soliciting offers for a Family of Interim Armored Vehicles
(IAVs) to equip a Brigade Combat Team (BCT) together with engineering,
training, and integrated logistics support. The objective of this
solicitation is to obtain, through execution of source selection
trade-off procedures, the best value solution for development,
production, fielding, and support of a full spectrum force of safe,
reliable, supportable and effective systems organized in accordance
with the Brigade Combat Team Organizational and Operational Concept
(O&O) and the Operational Requirements Document (ORD). These systems
must be air transportable by C-130 tactical lift airlift and capable of
deployment and sustainment anywhere on the globe in a combat ready
configuration. The basic requirement for the BCT acquisition centers on
the capability for five (5) brigades. The Initial Operational
Capability (IOC) objective for the 1st Brigade is 31 DEC 01. The
capability for additional brigades, if purchased under the final
contractual arrangement, will be required at a rate of one (1) brigade
every six months. The estimated number of vehicles per brigade is 349,
with additional quantities of vehicles required for test, training, and
operational requirements float. The Government plans to award the
production quantities under a Firm Fixed Price (FFP) Requirements
contract, which allows ordering periods up to 10 years. Development
efforts, as necessary, will be awarded on a cost reimburseable plus fee
basis. Options will be included for Contractor Logistics Support and
plans for Pre-Planned Product Improvement/ Technical Insertion and
Training Devices. A previous synopsis was issued for a draft RFP on 16
Dec 1999 for this action. The formal RFP is expected to be released on
01 MAR 2000 with a closing date of 01 MAY 00. Contract award is
anticipated for 30 JUN 00. FOB IS ORIGIN. THE GOVERNMENT INTENDS TO
MAKE ONLY ONE (1) AWARD AS A RESULT OF THIS SOLICITATION. THE
GOVERNMENT RESERVES THE RIGHT TO NOT MAKE AN AWARD OF ANY ITEM OR
VEHICLE VARIANT/CONFIGURATION UNDER THIS SOLICITATION. NOTICE REGARDING
BID SAMPLES: OFFERORS ARE REQUIRED UNDER THIS SOLICITATION TO SUBMIT A
SAMPLE OF THEIR BASELINE VEHICLE FOR EVALUATION. FAILURE TO PROVIDE A
BID SAMPLE WILL RESULT IN REJECTION OF THE OFFEROR'S PROPOSAL. This
formal RFP will be issued electronically, therefore, no hardcopies will
