This is a combined synopsis/solicitation for commercial items or
services prepared in accordance with format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; and a written
solicitation will not be issued. This solicitation is issued as a
Request for Quotation (RFQ No. A68117). The solicitation clauses and
provisions are those in effect through Federal Acquisition Circular
97-15. The Standard Industrial Classification (SIC) Code for this
acquisition is 3821. This requirement is set aside for small
businesses, the size standard is 750 employees. The Food and Drug
Administration (FDA) has a requirement for 1 Laboratory Glassware
washer/decontaminator with the following capabilities: The glasware
washer shall have 3 wash levels, which is ISO 9002 Certified (perform
both washing and drying and is capable of washing up to three racks of
labware at a time). 40 microprocessor controlled programs and hot air
drying. Basic basket, Mesh cover for injector tube basket, 20 jet rack
long jets, 36 jet rack long & short jets, 48 jet rack short jets, 100
jet rack low- Diam. 2, Special memory program for pH neutralization.
The Specifications for the Laboratory Glassware washer/decontaminator
are as follows: Dimensions: External 57 7/8 H x 26 W x 27 1/8 D,
Internal 25 H x 19 3/8 W x 19 5/8 D. Construction: Exterior Brush
finished, high grade AISI 304 L 16 gauge stainless steel. Insulation
Double wall construction fully insulated with soundfoam, closed cell
foam with synthetic rubber base. Interior Brush finished, high grade
AISI 304L 16 gauge stainless steel. Electronically welded under Argon
protection. Wash/Rinse Circulation System All components in contact
with wash and rinse solutions are of stainless steel or other materials
impervious to the effects of detergents, additives and general
laboratory chemical residues passing through the machine. Door The
front door is counterbalanced for ease of operation and loading in the
open position for glassware baskets and accessories. Optional transfer
carts are available to match the door height and to facilitate loading
and unloading. The door has no window to minimize loss of heat and to
help eliminate noise. Standard Equipment: Automatic water softener
with audible and visual alarm. One electronic thermostat for the
independent selection of temperature for the prewash (up to 3), wash
and final rinse between ambient and 95 degrees C. Peristaltic detergent
and acid pumps allow for precise addition of either agent for critical
cleaning applications. Adjustable from 5 to 2000 ml per cycle at a
rate of 300 ml per minute. Built in 220 V, 2 kW, 46 ohm, heating
element with 220 V, 60 HZ blower motor for drying. The main circulation
pump is: 208/240 VAC, 1 PH or 3 PH 60 HZ, 10 A/phase, 1 HP with a
capacity of 132 gallons/minute. Two brush finished high grade AISI 304L
stainless steel rotating arms upper & lower, easily disassembled for
cleaning and maintenance. " hot and cold water hoses (5') for
pressurized water supply (28 to 145 PSI), with " female connector and
water filter. " Demineralized water hose (5') for pressurized, "
Demineralized hose for gravity flow with " female connector. " drain
hose (5') connected to built in drain pump; 220 VAC 60 HZ. Triple
filter system in wash chamber for circulation pump protection which is
easily removed for rapid cleaning. Back-up water filters in all inlet
valves. Systems monitoring: Self diagnostics, monitoring of all
functions, sending information to user via Liquid Crystal Display
(LCD). Five major fault alarms, audible and visual giving quality
control to each wash. Systems Control Panel: 1. 4 LCD with up to 16
character program naming capability. 2. Time button for reading of
current function. 3. Temperature button gives reading of temperature
programmed. 4. "+" function button to skip any unwanted functions. 5.
"-" function button for reading of program name. 6. Correction button
enables program number 1 to be reselected. 7. Numeric keyboard permits
selection of program. 8. Start button. Push to start cycle and to
enter data when programming. 9. Power/switch STDP toggle. Electrical
Service: (Electric Heating) 208/240 Volt, 1 or 3 Phase, 60 Hz. Built in
heater, circulation pump safety relay and main power circuit breaker
accessible through front service panel. Built-in peristaltic pump for
introduction of neutralizing acid. Amount of acid per cycle is
approximately 225ml/12L H2O. One 5 gallon bottle of LANCERCLEAN
detergent specially formulated for use in laboratory glasswashers. One
5 gallon bottle of LANCERACID specially formulated for use in
laboratory glasswashers in the rinse cycle to neutralize alkaline and
other inorganic deposits. 40 Flexible Programs: "Up" Universal
Programming controlled by microprocessor, individually selected
programs available and stored in memory. Flexibility to change
programs. Two pressurestats to control water level inside the machine
and to prevent overflow. Automatic cut off of main recirculating pump
when door isopen. Demineralized water pump 220 VAC, 60 HZ. W. "
overflow hose to remove excess water. Three levels of washing
capability with automatic valve opening when inserting jet racks. Fully
extendible arms supporting jet rack for easy access to glassware. Earth
grounding over entire body and housing of machine. Water Consumption:
4 gallons/cycle approximate per operation. This equipment will be
installed by the vendor who also must provide instructions on the use
of the equipment. This equipment must include a standard warranty one
(1) year on parts and labor. The following FAR provisions apply to this

Evaluation/award will be based on the technically acceptable quote that
offers the best value to the government. All quotes shall include
price(s); FOB point, a poc (name and telephone number); GSA contract
number if applicable; delivery date; business size and payment terms.
Quotes submitted in response to this solicitation shall be submitted by
February 25, 2000, 4:00 p.m. Eastern time to the above address or fax.
The Government will award a Purchase Order resulting from this
