Cancer Institutes plans to procure a microarray scanner system in
accordance with the simplified acquisitions procedures authorized in
FAR part 13. This announcement constitutes a combined
synopsis/solicitation and a separate written solicitation will not be
issued. This solicitation incorporates applicable provisions and
clauses in effect through FAC 97-14. This solicitation is set-aside for
small business and standard industrial code is 3826 and the business
size standard is 500. A scanner is needed by an NCI investigator for
comprehensive gene expression analysis research functions. The
microarray scanner shall meet the following minimum capability
specifications and the single mandatory specification: 1. The system
shall be microscope based ( and not a CCD camera based system); 2. It
shall have a minimum of two-color fluorescence detection with lasers
formatted specifically for sensing Cy5 and Cy3 excitation; 3. Emissions
filter shall have specifically for Cy3 and Cy5 emission spectra;4.
Shall have 10 micron pixel resolution scanning or better; 5. Shall have
16-bit digitization; 6. Output shall be TIFF formatted files; 7.
Sensitivity shall be between 0.1 -0.5 fluor/square micron; 8. Shall
have On-the-fly Photo Multiplier Tube (PMT) adjustments with real-time
feature imaging for the purpose of rapidly optimizing signal balance
between the two channels; 9. Scan area shall be at least 10 x 60 mm or
greater; 10. Shall accept standard (1"x3") microscope slides; 11.
Shall have a laser cooling system; and 12. Shall have simple SCSI
connection. MANDATORY SPECIFICATION: It is mandatory that the system
can simultaneously scan/image two wavelengths in less than 10 minutes.
Offerors shall demonstrate that their offered product meets the
mandatory specification herein in order for all other specifications to
be considered. Offerors must provide descriptive literature,
warranties, and/or other materials in sufficient detail to demonstrate
that their offer meets the foregoing requirements. The literature
furnished must also show the item to which the specifications herein
pertain to. The anticipated purchase order will be awarded to the
responsible offeror with the lowest-price offer that fully meets the
requirements of this solicitation. The solicitation incorporates the
NCI Representations, Certifications, and Other Statements of Offerors
or Quoters (Simplified Acquisitions). The award document will
incorporate the requirements of FAR 52.213-4, Terms and Conditions
-Simplified Acquisition. Full text copies of these documents may be

(301) 402-4513. Offers must be submitted on an SF-18 that is signed by
an authorized representative of the offeror and includes a complete
"Schedule of Offeror Supplies/Services". The offer should include a
fixed price for all equipment, delivery, installation, training, and
other applicable charges. In addition to the aforementioned descriptive
literature, offers must also be accompanied by a completed and signed
NCI Representations, Certifications, and Other Statements of Offerors
or Quoters (Simplified Acquisition). Offers and related materials must
be received in this office by 1:00 P.M. EST (local Washington, D.C.
time) on February 28, 2000. No collect calls will be accepted. Please
