This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA's GSFC intends to purchase the items from Third Millenium Technologies (MIL3). The software license and software maintenance is used as a modeling software tool for engineers to analyze computer networks. The software license and software maintenance are only available from and proprietary to MIL3. The authority is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. See Note 22.
