to issue a Request for Quotation (RFQ) to provide hardware analyses of
damaged SRB hardware to determine the optimal location where the
damaged portion of the forward skirts should be removed. Perform
parametric studies using the FSW process and the FSW RPT. Optimal weld
parameters will be developed which will successfully reweld
replacement hardware identical to the damaged hardware removed.
Parametric studies will be conducted on aluminum alloy 2219 weld test
panels which simulate the material geometries of the flight hardware
requiring repair. RPT design changes will be identified as appropriate
which will lead to the successfull repair of the SRB forward skirts.
Reviews and recommendations relative to repair procedures and
techniques will be provided. This procurement is being conducted under
the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to
purchase from Boeing N. America, Inc. (Rocketdyne) the Friction stir
welding engineering support for the repair of the Solid Rocket Boosters
(SRB) forward skirts. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on February 16, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
