202-565-4181 Applications are invited from Engineering firms or
qualified nationally recognized research organizations (private,
government, non-profit, or university affiliated) to provide
professional services for a study to review: government and industry
boiler plant regulation systems (government and industry codes,
standards and policies); current boiler plant technology; data relevant
to boiler safety including staffing patterns, and staff training;
equipment design guides, specifications and selection; and equipment
installation, as well as alternatives to boilers and legal liability
issues. The goal is to provide the VA with a solid basis for policy
decisions regarding the steam boiler plants which serve VA Medical
Centers. The study will benchmark VA boiler design and operations
against other government and private sector facilities. On site review
of VA, other government departments, and private sectors organizations
will be required. Recommendations will be required for improvement of
VA operational and design safety, quality of equipment and designs,
reliability of steam production, and efficiency and cost effectiveness
of VA boiler plant operations. Firm will determine the appropriateness
of current VA polices to ensure best in industry safety and reliability
and to compare the cost effectiveness of boiler operations to the best
in industry and government. The selected firm or organization must
have significant experience in the design, and operation of boiler
plants serving large institutional campuses and medical facilities, and
demonstrated ability to conduct extensive analysis and study of large
complex boiler systems. Additional emphasis will be placed on the
national/international stature of the organization with an ability to
add recognized authority to recommendations to influence their
acceptance at all VA facilities. Applicants must be able to demonstrate
the credentials of the firm and assigned staff to support the study
scope. No firm or organization will be considered unless an application
consisting of a completed SF 255 and other evidence of experience and
capabilities the applicant considers relevant is received by the VA A/E
Evaluation & Program Support Team (181A) within 30 days of the date of
this advertisement. A current SF 254, representing and differentiating
between the personnel, experience and capabilities of all involved
offices, must be included with the application together with current SF
254s for each proposed consultant's office involved. Applications will
be rated based on the relevant experience of both the firm(s) and
assigned individuals; the applicant's capacity to do the work; record
of past performance on VA work; geographic consideration; the
participation of minority-owned and women-owned consultants; and
demonstrate success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
Award of a contract is dependent upon the availability of funds. This
is not a request for a proposal. Note: the "covenant against contingent
