Purchasing Agent, marino@volpe.dot.gov. The Volpe National
Transportation Systems center intends to procure a sole source, through
Simplified Acquisition procedures from Logistics Information Systems,
Inc., Framingham, MA to provide computer systems support that will
complete the Vendor Express System (VENEX) modifications. This system
was developed and implemented for the Defense Supply Center
Philadelphia (DSCP), which is used for managing shipments from medical
prime vendors to overseas Department of Defense medical facilities.
The contractor will be required to create and provide a copy of the
Extract File. This file was a subset of existing shipment information
in various files within VENEX, consisting of bill of lading and
shipment cost information. The contractor will reconfirm the data
elements within the Extract fi le and complete the modification of the
VENEX Master system. The contractor shall modify Vendor VENEX for
government bill of lading (GBL)/commercial bill of lading (CBL) to
incorporate automatic selection and printing ofeither a GBL or CBL from
based on the carrier or destination. Upon completion of the vendor
VENEX system modifications, the contract shall install the
modifications of the existing medical Prime Vendor systems. The
contractor shall prepare system documentation, tools and software for
VENEX. The documentation to be provided should allow technical
personnel for DSCP to support VENEX in house including assistance to
DSCP Distribution personnel and each prime vendor site. Small Business
firms classified under SIC Code 7373 must demonstrate in writing that
their company (1) had some involvement in the development of the
Vendor Express (VENEX) system and were involved in the original VENEX
development; and (2) has access to the government owned source code.
Small business firms will be required to submit a maximum of four, but
not less than two pages of documentation in support of the above prior
to receiving a Request for Quote (RFQ). This proposed action is for
services for which the Government intends to solicit and negotiate with
only one source under authority 6.302. This notice of intent is not a
request for competitive quotes. A determination by the Government not
to compete this proposed purchase order based upon responses to this
notice received will normally be considered, solely for the purpose of
determining whether to conduct a competitive procurement. Telephone
