The project will be implemented incrementally. The initial phase will provide passes for permanent National Park Service and concessions employees (about 500). Depending on the success of the initial phase, future phases may result in an expansion of the system to include all five park entrances and fee-paying visitors. The initial system must be designed so that future upgrades (to 1,000,000 accounts and five entrances may be implemented without replacing major system elements and with components not necessarily supplied by the contractor (open architecture). Proposals shall be evaluated using the following criteria: 1. Vendor experience, overall qualifications, past record of performance, experience in rural and environmentally and culturally sensitive areas, 2. Responsiveness to functional requirements, 3. Product Reliability: successful deployment of similar hardware and software systems, warranty, availability of technical advice and on-site service capabilities and training proposal, 4. Project Management: feasibility of proposal and schedule of deployment and ability to coordinate with a May-June construction schedule. and 5. Cost.
