NASA/GRC plans to issue a Request for Quote (RFQ) for ISO 9001 Registration Services for NASA sites across the United States and potentially other U.S. Federal agencies. Under the NASA Consolidated Contracting Initiative (CCI), other Government agencies besides NASA may also be included in the requirements. Services include providing Registrar Services and conducting ISO 9001 audits of NASA and other Federal agency operations to determine third party registration to ANSI/ASQC Q9001-1994, Quality Systems Model for Quality Assurance in Design, Development Production Installation and Servicing (or later version). The contractor shall perform pre-registration, certification audits, certification extension audits, surveillance audits, and other registrar support services. The contractor may, in the future, be required to provide registrar services and audit ANSI/ISO 14001-1996: Environmental Management Systems -- Specification with Guidance for Use (or later version), and also conduct pre-audits of the U.S. Department of Labor's Voluntary Protection Program (VPP). The proposed contract will utilized Firm Fixed Price (FFP) and Indefinite Delivery/Indefinite Quantity (IDIQ) contract structures. The firm fixed price contract structure will be administered by GRC; the IDIQ contract structure will be administered by the ordering site. The anticipated period of performance consists of a base period and an option period. The base period is a three (3) year cycle for each site, while the option period is a three (3) year cycle for each site. The three year cycle may be different for each site, since the sites have been or will be certified on different dates. Certification extension audits are scheduled to start under this procurement by April 2001. This is an unrestricted procurement. Total small business subcontracting goals are 16%, of which at least 6% is reserved for Small Disadvantaged Business (SDB) and at least another 2% is reserved for Woman Owned Small Business (WOSB) participation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government intends to acquire a commercial item using FAR Part 12. See Note 26. The SIC Code and Size Standard are 8742 and $5.0 million in annual sales based on average annual receipts for the last three (3) fiscal years, respectively.
