COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 14,2000 PSA#253658 -- COMMUNICATION, DETECTION, AND COHERENT RADIATION EQUIPMENT
REQUEST FOR INFORMATION: (Deployable Notification Systems) The Defense
Information Systems Agency is soliciting industry input on innovative
technologies and solutions to meet requirements for the potential
procurement of multiple deployable notification systems. Each system
must be deployable anywhere in the world and capable of providing a
principal with the means to notify members of a response team in an
emergency situation or support staff for routine assistance. Each
system must support the use of multiple alert call devices, summons
call devices, and receive devices. An "Alert Call" device is used when
the principal is under distress and must initiate a call by physically
knocking over the alert call device. Also "Alert Call" devices should
provide the principal the ability to cancel a call when a unit is
accidentally knocked over. A "Summons Call" device is used by the
principal to summon staff for assistance during normal operations and
must initiate a call when a button on the unit is pushed.A "Summons
Call" device should be of a size and weight appropriate for convenient
yet discrete operation from a tabletop or desktop. "Receive Devices"
are carried "on-the-belt" by support staff and must provide audible and
vibration notification when a call device has been activated. A
"Receive Device" must be capable of displaying an alphanumeric message
that corresponds to the location of the activated call device. The
notification system shall be capable of minimizing the delay from call
initiation to notification at the receive device. Systems that allow
for a direct link between a call device and receive device are highly
desirable. System components must allow for reconfiguring the location
information that is provided by a specific call device and for
interchanging components between systems. A system may encompass up to
25 call devices (Summons Call and Alert Call) and 5 receive devices.
The system must provide continuous (100% coverage) throughout a large
estate (typically 100 yard radius). Since potential environments
contain varying propagation characteristics and coverage requirements,
the system should provide the means to easily and discretely extend
coverage range. Each system must be a turnkey system that does not
require the use of external telecommunication systems such as the
Public Switched Telephone Network (PSTN) to provide the necessary
connectivity. Minimizing installation and setup time as well as system
size and weight are primary considerations. Systems must be
transportable in suitcase or briefcase style travel cases. Systems are
required to operate in the event of interruption or unavailability of
local power. The Government will require training for the users of
this system. Innovative training concepts (i.e. CBT) will be
considered. Information is to be supplied to DITCO-NCR, Attn: DTN4
(Mary Bell), 701 S., Court House Road, Building T-5, Arlington, VA
22204-2199 until 2PM (local time) 24 February 2000. Information may be
provided via facsimile (703-607-4611). This is a request
forinformation only. The Contractor shall include phone numbers and
names for points of contact. The point of contact for information
regarding this solicitation is Mary A. Bell at (703) 607-4605.
Applicable to this action, FAR 52.215-3 REQUEST FOR INFORMATION OR
SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does
not intend to award a contract on the basis of this solicitation or to
otherwise pay for the information solicited except as an allowable
cost under contracts as provided in subsection 31.205-18, Bid and
proposal costs, of the Federal Acquisition Regulation. (b) Although
"proposal" and "offerors" are used in this Request for Information,
your response will be treated as information only. It shall not be used
as a proposal. (c) This solicitation is issued for the purpose of
obtaining information concerning Deployable Notification Systems.
