NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Notice of intent to award a sole source contract to MIL 3 INC. for license upgrades and maintenance upgrades to OPNET Modeler Module and OPNET Modeler Radio Module. OPNET is commercial software that models communication architectures. The OPNET software is written and maintained by MIL 3 INC., which makes the software proprietary. Only one source is responsible and no other supplies or services will satisfy the agency requirements. Alternatives to the MIL 3, Inc. software may be considered with written response and must be accompanied by clear and convincing evidence that comparable item(s)/services is/are available, and that it is more advantageous to the Government than to award to MIL 3 INC. If no affirmatiVE written response is received, within 7 days after publication of this notice, a sole source contract with MIL 3 Inc. award will be made. Telephonic inquiries will not be accepted.
