COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 14,2000 PSA#2536SOURCES SOUGHT -- INDIVIDUAL COMBAT CLOTHING AND EQUIPMENT On behalf of
the United States Marine Corps Materiel Command (MARCORMATCOM), and in
support of the Marine Corps Systems Command (MARCORSYSCOM) Combat
Support Logistics Equipment (CSLE), Marine and Nuclear, Biological and
Chemical (NBC) Program Office, the Marine Corps Logistics Base (MCLB),
Albany, Contracts Department, is hereby soliciting information from
potential sources interested in and capable of providing logistics
management and services for the Marine Corps Individual Combat Clothing
and Equipment(ICCE) Life Cycle Management Initiative. This office is
contemplating a competitive procurement resulting in the award of a
multiple year service contract to provide and manage all ICCE items and
to operate regional and satellite Central Issue Facilities (CIFs) on
Marine Corps bases worldwide. The range of equipment supported by this
initiative could be expanded to include NBC and Training Allowance
Pool equipment, the operation of Marine Corps Reserve NBC facilities as
well as the operation of Cash Sales (Retail sales of ICCE, uniforms and
accessories) within the CIFs. Additionally, as part of its acquisition
strategy the Marine Corps will explore the alternative of contractor
provided infrastructure modifications and improvements for operations
in existing Government owned buildings. The objectives of this
initiative are to provide Marines with quality ICCE in a timely manner
while improving overall management and issuing operations via the
consolidation of this function along with reducing inventory and the
total cost of support for the life cycle management of the equipment.
Potential sources should be capable of providing life cycle support,
24-hour customer service, product improvement and repair, and
warehousing operations conducted in Government furnished facilities.
All proposed warehousing and information technology systems should be
capable of providing the required total asset visibility reports. This
solicitation does not constitute a request for proposal (RFP) and is
not to be construed as a commitment by the Government to execute a
future procurement. Interested sources are afforded the opportunity to
submit a statement of capabilities (SOCs) to this office within 30
days of this publication. The SOC shall contain discussion
demonstrating the potential sources' capability to provide for the
manufacturing/ordering, quality assurance, inventory, repair, sales,
warehousing, reporting of the total asset visibility for and
distribution of equipment. Additionally, sources should discuss
electronic ordering systems and electronic data interchange capability.
