This solicitation is issued in accordance with OMB Circular No. A-76, Performance or Commercial Activities. As a result of this RFP, the Offeror determined to be the best value proposal to the Government will compete directly with the Government's in-house most efficient organization for the award of this contract. The Contractor shall furnish all labor, supplies, materials, tools, equipment, supervision, management, and transportation necessary to provide vehicle/equipment operations, handling equipment (MHE), maintenance of railroad trackage, taxi services, street and magnetic sweeping services, and other mission support and maintenance services such as loading and hauling ammunition, explosives and general cargo. The Contractor's employee shall hold a valid/current State drivers license, commercial driver's license, Courier Card, Explosive Certification and any other license required to operateequipment. All work shall be performed by certified, responsible individuals and in accordance with federal, state, local, and installation laws and regulations. This solicitation will contain Service and Davis Bacon Wages. Technical factors will include: Past Performance, Quality Control, Safety (including explosive handling), and Management Ability and Capability. The Standard Industrial Code (SIC) is 8744, Base Maintenance. The related Small Business Size Standard is $20.0 million. The base performance period is (12 Months) plus two (2) option (12 months) periods. This solicitation is a Small Business Set-Aside. A contract will not be awarded unless the costs of contracting are lower than the costs of continued Government performance by a factor equal to or greater than ten percent of the government's personnel costs. Government personnel adversely affected by conversion of Government performed services to contract have "Right of First Refusal" for jobs for which they are qualified.
