Service intends to award a sole source contract to Anita Hope, 3070 Lee
Street, Smyrna, GA 30080. Anita Hope designed, developed, and
instructed the class type requested and has exclusive rights to it,
justifying lack of competition. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; Proposals are being requested and a written
solicitation will not be issued. The solicitation number is
TIRSE-00-Q-00033 and is being issued as a request for quotation. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-03. Line item 001:
Instructor to conduct four (4) Internal Consulting Skills classes. Each
class will consist of a total of twenty (20) participants representing
Servicewide Quality Professionals and Site Facilitator Cadre members.
Dates and locations are as follows: Class #1 February 28-March 3, 2000
at IRS Philadelphia Training Center, 1601 Market Street, Philadelphia,
PA. Class #2 March 13-March 17, 2000 at IRS New Carrollton Training
Center, 5000 Ellin Rd., Lanham, MD 20706. Class #3 April10-April 14,
2000 at IRS Oakland Training Center, 1301 Clay Street, 600 South Tower,
Oakland, CA 94612. Class #4 May 8-May 12, 2000 at IRS Lone Star
Training Site, 4050 Alpha Rd., Dallas, TX 75244. Class hours are as
follows: Day 1: 12:30pm-4:30 pm, Day 2-Day 4: 8:00 am-4:30 pm, Day 5:
8:00 am -- 11:30 pm. Clas objectives are as follows: Day 1:
Participants will be able to describe "internal consulting" v,
"external consulting" as it relateds to their work environment and
recognize the phases in the "Internal Consulting Skills" process.
Participants will be able to define the role of the Internal Consultant
and identify personal strengths and development needs in relation to
that role. Day 2: Participants will be able to relate the concept and
process of change to the role of the Internal Consultant. Participants
will be able to suppport client groups through the change process.
Participants will recognize skills critical to the change agent role.
Participants will be able to initiate positive client relationships.
Participants will be able to construct formal or informal agreements
with clients in order to ensure commitment to the project. Day 3:
Participants will be able to utilize informal influence techniques in
developing and maintaining effective working relationships with their
clients. Participants will recognize nine distinct influencing
stratefies and will evaluate their personal preferences for using these
strategies. Participants will be able to use informal authority to sell
their ideas to others. Participnats will be able to negotiate tasks and
assignment. Day 4: Participants will be able to apply a six-step
process for planning change when working with client groups.
participants will be able to structure clent conference calls and
manage them effectively. Day 5: Participants will be able to
communicate information to clients regarding established goals and the
status of project plans. Participants will be able to organize and
present persuasive recommendations to various levels of management.
Participants eill be able to evaluate project results and effectively
terminate the client contract. Participants eill be able to indentify
appropriate resources useful during various phases of the internal
consulting process. Participants will be able to transfer applicable
knowldege, skills and competencies to the work environment.
Participants will be able to indentify strentghs and developmental
needs in relation to the competencies covered by this course. Line item
2: Training materials for twenty (20) participants at each location.
Line item 3: Estimated travel and miscellaneous expenses. All travel
and miscellaneous expenses will be reimbursed in accordance with FAR
31.205-46 (travl cost) and current Federal regulations. Provisions
