and Irrigation (MWI) is soliciting expressions of interest and
submission of completed pre-qualification documents from USAID Country
Code 000 investor/contractor proponents, or a U.S.. majority joint
venture of U.S. and USAID country code 935 (free world) firms. Based on
an evaluation of completed pre-qualification documents by MWI, no more
than five pre-qualified investors/contractors will be invited to bid
on the As-Samra Wastewater Treatment Plant 25-year
Build-Operate-Transfer (BOT) project. USAID will provide 50 percent
grant financing for the construction costs under Grant Agreement No.
278-0288, up to $75 million U.S. Project Description: the activity will
require a minimum 50 percent investor/contractor equity and commercial
loan financing, combined with 50 percent USAID grant financing, for
construction of the project with payment by MWI to the successful
bidder on a treatment fee basis. The project includes: Design,
construction and operation and maintenance of a new wastewater
treatment plant at As-Samra, with tertiary treatment capability for a
projected average daily capacity of 267,000 cubic meters per day.
Take-over and maintenance and operation of the existing 87 hectare
As-Samra waste stabilization plant with a current average wastewater
load of 170,000 cubic meters per day. Takeover, renovation and
maintenance and operation of the West Zarqa pumping station, and take
over maintenance and operation of the Hashimiyya pump station. Takeover
and maintenance and operation of the main wastewater siphon conveyor
pipeline to As-Samra from the Ain Ghazal pre-treatment facility. The
anticipated value of the infrastructure construction is from U.S. $125
million to U.S. $150.0 million. The projected dates for issuing the
tender and awarding the contract are July 2000 and April 2001,
respectively. Payment of the USAID-funded grant component of the
project will made in U.S. dollars for foreign exchange costs and
Jordanian Dinars for local costs. Potential U.S. investors/contractors
may obtain the pre-qualification documents, at a cost of 1,000
Jordanian Dinars, from the Ministry of Water and Irrigation (MWI),

The last date of submission of pre-qualification data is not later
than 12:00 noon (Jordan local time), April 9, 2000. Pre-qualification
data shall be submitted to the As-Samra Project Special Tendering
