The National Park Service, Department of Interior, anticipates award of
a negotiated firm-fixed price contract for construction of a wastewater
treatment facility at the Mount Rushmore National Monument. The
estimated price range is between one and five million dollars
($1,000,000-$5,000,000). Interested parties will be required to submit
a technical and a price proposal. Notice: THIS IS NOT A SEALED BID
ACQUISITION. Generally, this new facility incorporates step-feed
activated sludge technology, extensive on-line instrumentation, and
computerized controls. The work to be performed under this contract
consists of the construction of a wastewater treatment plant (WWTP) for
Mount Rushmore National Memorial as follows: The North building which
includes a reinforced concrete substructure; pre-stressed concrete-slab
system. A wood-framed and sided superstructure. A metal roof system;
laboratory/office area; shop/maintenance area; HVAC (in-floor heating
and air conditioning); electrical power, instrumentation, and control
equipment; process equipment (UV disinfection, filtration, chemical
feed systems, pumping, etc.). One 20-foot diameter final clarifier with
insulated fiberglass dome cover. Aeration basin complex, two-cell
diffused aeration and submersible mixing equipment with insulated
fiberglass barrel cover. Work on the South building includes laying a
reinforced concrete substructure and slab; loading dock. Other work
features a masonry superstructure with wood siding; metal roof system;
two concrete storage tanks; HVAC; electrical power, instrumentation,
and control equipment. Process equipment (auger type head-works screen,
submersible mixer, blowers, diffused aeration systems, centrifuge,
chemical feed systems, sludge screw conveyor, pumping, etc.); and a
standby generator unit. Included in the work are general site
improvements. FYI-This project is located just off Highway 244
approximately two miles southwest of Keystone, South Dakota and twenty
miles southwest of Rapid City, South Dakota in the BlackHills.
Following is a list of the selection criteria which will be used to
determine award of this contract: (1) Key personnel, Qualifications and
availability to perform work; (2) Prior General Construction
Experience, claims history (government and private); (3) Prior Similar
Project Performance (Perceived Quality of Equipment Proposed); (4)
Business references (surety, banking, suppliers, subs), and; (5)
company History, Organization. Time for completion is 548 calendar days
after notice to proceed. Proposals will be due 30 days after issuance
of the solicitation. The exact date will be annotated in the
solicitation packet. All responsible parties requesting receipt of a
proposal will be considered. All requests for proposals should be in
