for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Proposal (RFP) and this
document serves as the solicitation. Solicitation number is
DAHA23-00-Q-0021. Solicitation document and incorporated provision and
clauses are current through Federal Acquisition Circular 97-15. This
procurement is 100% set aside for small businesses using SIC code 3825.
Contractor is to provide the following equipment: Boonton Model 4232A
or Equal with the following specifications: Dual channel with RS 232
port Must include power sensor, Model 51013 = .1 Megahertz to 18
Gigahertz Power Range 60 to +20 dbm Must include power sensor, Model
51033 = .1 Megahertz to 18 Gigahertz Power Range 40 to +33 dbm
Frequency rangemust be 10 Khz to 100 Ghz, sensor dependent Power range
70 dbm to +44 dbm, sensor dependent Must accept sensor data adapter
and internally store up to four (4) sensors with full calibration data,
including high frequency calibration factors stored in nonvolatile
memory. The dynamic range must be up to 90 db with diode sensors, 50 db
with thermocouple sensors. Must have simultaneous display of dual
channels with bar graph proportional to data display. Display units
absolute, watts and dbm, relative dbr; display resolution 5 digits, nW,
mW, uW, and W; 0.001 db, dbm and dbr; instrumentation accuracy 0.002%
at full scale; power reference uncertainty output frequency 50 mhz, +/-
1.5%. Output level 0 dbm level accuracy; +/- 0.7% at 25 degrees
centigrade for 90 days +/- .9% RSS. 1.2% worst case 0 to 55 degrees
centigrade for 1 year. Source impedance 50+/- 1 OHM, SWR < 1.05.
Harmonic output < -50 dbc. Calibration factors +3db to -3db in 0.01
db steps; ranging automatic or manual; zeroing automatic functionto
calculate, store and apply zero corrections to each range; power
requirements 120, 220 or 240 vac, 50 to 50 Hz or 400 Hz; standard IEEE
488 bus complies with IEEE 488. RS 232 port comply with RS 232 (25 pin
DCE) Accessories 2 each power sensor cables, 5 Ft., to be used with

Item quantity of 1 each will be shipped FOB (Destination) to MO-AVCRAD
Shop, Attn: Pat Waters, 2501 Lester Jones Avenue, Springfield, MO
65803. The Government intends to evaluate proposals and award a
contract without discussions to offerors. The Government reserves the
right to conduct discussions if later determined by the Contracting
Officer to be necessary. Should discussions be deemed necessary due to
proposal because of weakness, deficiency, or other issues which must
be addressed before award, they will be conducted either orally or in
writing with only those offerors determined to be in the competitive
range. The offeror will then be given the opportunity to correct those
deficiencies and resubmit their offer. The Government will select the
technically acceptable, low cost offeror. All Offerors shall submit
the following information: (1) Proposal addressing ability to provide
the items with specifications included; (2) Date items could be
shipped, and (3) Cost proposal. Include a completed copy of the
provision at FAR 52.212-3, Offeror Representation and
Certifications-Commercial Item. FAR Clause 52.212-4, Contract Terms and
Conditions applies to this acquisition. FAR Clause 52.212-5 Contract
Terms and Conditions Required to Implement Statutes or Executive Orders
