58 -- JOINT TACTICAL TERMINAL/COMMON INTEGRATED BROADCAST SERVICE-MODULES (JTT/CIBS-M) SOL DAAB07-00-R-L769 DUE 022800 POC Diann Curry, Contract Specialist, 732-427-1328, and Virginia Knight, Contracting Officer, 732-532-4348 This sources sought/market survey is to determine the capability of industry to provide CONTINUOUS PHASE MODULATION (CPM)/Medium Data Rate (MDR) capability into the Joint Tactical Terminal General Purpose Link (GPL). The Product Manager for the Joint Tactical Terminal (JTT) is seeking sources for the inclusion of CPM/MDR capability, in compliance with MIL-STD-188-181B and interoperable with the Air Force's Airborne Integrated Terminal/Group (AIT/G), into the JTT/CIBS-M. The JTT supports a number of Intelligence Networks, including GPL. The PM Joint STARS has added the requirements for MDR to be added to their JTT's which are integrated into the Army's Common Ground Station (CGS) system. The CGS interoperates with the Air Force E-8 aircraft utilizing the JTT GPL for SCDL echo and SCDL over SATCOM. The MDR capability will be incorporated into JTT by adding new funtionality to the following JTT Software CIBS-M: GPL Connection, GPL Network Protocol, GPL Host Network, JTT TDP Network, and JCC. The JTT is anUltra High Frequency (UHF) Satellite Communication (SATCOM) and Line of Sight (LOS) secure intelligence dissemination terminal. These terminals deliver critical, time sensitive battlefield targeting information to tactical commanders and intelligence nodes at all echelons across all services. Any interested source shall demonstrate that they have the capability to deliver the CPM CIBS-M software within 10 months of contract award. This contract will be a Firm Fixed Price (FFP) contract. The Government does not own the source code, drawings or product specifications to permit full and open competition. Interested sources for this effort who have the technical, production and program managerial experience in this type of work are invited to send a response describing, in detail, their ability to deliver the CPM CIBS-M Software.
