Request for Information/Market Research- The Social Security Administration seeks information on commercial, off-the-shelf software products that can provide added functionality to the Agency_s _Access America for Seniors_ (AAS) website. SSA plans to create an online Retirement Planner at the AAS site that will assist workers in planning for their retirement years. Interested parties should submit software product information for consideration that meets the following requirements: 1. The software must be a commercial, off-the-shelf product that can be demonstrated at the time of offering. 2. The software must be able to compute both Civil Service Retirement System (CSRS) and Federal Employee Retirement System (FERS) annuities, allowing for estimated future earnings, user-selectable retirement age options and CSRS offset. Computation must be able to incorporate FERS Transfer for employees whose annuity will include a Civil Service annuity component. 3. The software must compute Thrift Savings Plan (TSP) benefits and allow for user-selected future contributions and rates of return on TSP investments. It must also compute the FERS supplement, and include the SSA calculation in determining the final benefit calculations. 4. The software must allow for supplemental calculations including at minimum the Windfall Elimination Provision, Government Pension Offset, and early and deferred retirement calculations. 5. The software must perform disability benefits computation. 6. The software must have screens available for help for most common questions about retirement options, or links to a web site with such information (e.g., OPM) 7. The software must allow for printout of the calculations at the users printer. 8. The software must allow for secure data transaction between the server and the user's computer using Secure Sockets or a similar technology. The following features, while not considered critical, would also be desirable and should be noted if available: 1. The software must perform FERS transfer comparisons. 2. The software must perform computations for Railroad Retirement Board Benefits. 3. The software must perform incorporation of Military Service into benefit estimate, including different provisions regarding military deposits. 4. The software must perform estimates of spouses benefits under different scenarios. 5. The software must perform incorporation of benefit estimates from other retirement plans and savings accounts (private retirement plans, annuities, 401K savings, etc.).
