vmur@loc.gov. The Library of Congress (LOC) intends to negotiate on a
sole-source basis with Cornell University to initiate a broad program
to collect and preserve open-access materials from the World Wide Web.
This effort will be led by Professor William Y. Arms, who is a leader
in the field of collection and preserving open-access materials from
the Web. Cornell University, under the leadership of Dr. Arms will
build consensus with the Library, perform joint planning with external
bodies, study technical policy issues, develop a long-term plan and
coordinate prototypes. The LOC intends to solicit and negotiate with
only one source under the authority of FAR 6.302-1. Any other persons
desiring consideration are requested to fully identify their interests
and capabilities to fulfil this requirement within 15 days of the
publication of this synopsis to the point of contact above. No
solicitation exists. NO TELEPHONE REQUESTS WILL BE ACCEPTED. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely with the direction of the
