award a contract in response to an unsolicited proposal for reduction
in production costs of large polymer matrix composite feedline tubes
and ducts needed for the Reusable Launch Vehicle Program (RLV). A
unique fabrication process for large diameter tubes with 90 degree
bends which provide a significant cost savings over conventional Resin
Transfer Molding (RTM) and Autoclave fabrication processes has been
developed. NASA/GRC intends to demonstrate the feasibility of using
this low cost fabrication technology in the production of both
feedlines and ducts. NASA/GRC intends to provide funds for Phase I of
this low cost fabrication technology to Canyon Composites Inc., 1548 N.
Gemini Place, Anaheim, CA 92801. The authority for other than full and
open competition is only one responsible source and no other supplies
or services will satisfy agency requirements. (10 U.S.C 2304(c)(1) ).
Canyon has developed the unique fabrication process and owns the
technoloy which can supply NASA with test components at significantly
less cost. Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on February 25,2000.
Such capabilities/qualifications will be evaluated solely for the
purpose of determining whether or not to conduct this procurement on a
competitive basis. Responses received after 15 days without the
required information will be considered non-responsible to the synopsis
and will not be considered. A determination by the Government not to
compete this proposed contract on a full and open competition basis,
based upon responses to this notice, is solely within the discretion of
the government. No RFP will be released because this notice is issued
in response to an unsolicited proposal. The Government does not intend
to acquire a commercial item using FAR Part 12. See Note 26. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
