BAA00-29@darpa.mil. DARPA is soliciting proposals from individual
offerors for research, development, and demonstration of the most
promising technologies that achieve accurate and reliable
identification of humans at a distance. The HumanID program will
consist of four critical components: (1) technology development, (2)
data collection, (3) evaluation, and (4) scientific experimentation.
The program will be organized into three categories, each with
different goals, objectives, and levels of effort. These categories are
systems level efforts, concentrated efforts, and focused study efforts.
Each category will address all of the critical components. For the
majority of the efforts, the primary aim should be technology
development. Data collection will be conducted to provide data sets to
enable technology development. Evaluation and scientific
experimentation will be conducted to measure and quantify progress.
Offerors in each category are encouraged to propose participation in
data collection, evaluation, and scientificexperimentation. The degree
of participation will depend on the level of effort and project.
Specifics for each category and phase are addressed in the Proposer
Information Pamphlet (PIP). GENERAL INSTRUCTIONS AND GUIDANCE --
PROPOSAL SUBMISSION: Proposers must submit an original and 5 copies of
the full proposal and one electronic copy of the full proposal (in
Microsoft Word '97 for IBM-compatible or HTML format on a single CD-ROM
disk, a single 3.5-inch floppy disk or a single 100 MB Iomega Zip disk)
to DARPA/ISO, ATTN: BAA 00-29, 3701 Fairfax Drive, Arlington, VA
22203-1714 on or before 4:00 PM (local time), Tuesday, March 28, 2000,
in order to be considered. Each disk must be clearly labeled with BAA
00-29, proposer organization, and proposal title (short title
recommended). Proposers must obtain the BAA 00-29 Proposer Information
Pamphlet (PIP), which provides further information on the areas of
interest, submission, evaluation, funding processes, and full proposal
formats. The PIP may be obtained from the World Wide Web one working
day after release of the BAA in the CBD publication at URL
http://www.darpa.mil (search under solicitation), or requests may be
sent to the administrative electronic mail or fax addresses below.
Proposals not meeting the format described in the pamphlet may not be
reviewed. This Commerce Business Daily notice, in conjunction with the
BAA 00-29 Proposer Information Pamphlet and all references,
constitutes the total BAA. A briefing to industry for this BAA will be
held 1:00 -- 4:00 PM (local time) on February 23, 2000 via
teleconference. Registration information for connectivity for this
briefing is found in the PIP. No additional information is available,
nor will a formal RFP or other solicitation regarding this announcement
be issued. Requests for same will be disregarded. The Government
reserves the right to select for award all, some, or none of the
proposals received. All responsible sources capable of satisfying the
Government's needs may submit a proposal that shallbe considered by
DARPA. Historically Black Colleges and Universities (HBCU) and Minority
Institutions (MI) are encouraged to submit proposals and join others in
submitting proposals. However, no portion of this BAA will be set aside
for HBCU and MI participation due to the impracticality of reserving
discrete or severable areas of this research for exclusive competition
among these entities. BASIS FOR AWARD -- Proposals shall be evaluated
against the following criteria, in order of importance: (1) Overall
scientific and technical merit; (2) The qualifications of the offeror
to perform the work; (3) The potential contribution and relevance to
the HumanID program objectives; (4) The realism of the proposed cost
relative to the work to be performed. No other evaluation criteria will
be used. Although these criteria are listed according to importance,
cost is a significant factor. Total funding available over 4 years is
expected to be approximately $50M. Size of each award and duration of
efforts will vary according to the type of effort undertaken.
ORGANIZATIONAL CONFLICT OF INTEREST: Awards made under this BAA are
subject to the provisions of the Federal Acquisition Regulation (FAR)
Subpart 9.5, Organizational Conflict of Interest. All offerors and
proposed subcontractors must affirmatively state whether they are
supporting any DARPA technical office(s) through an active contract or
subcontract. All affirmations must state which office(s) the offeror
supports and identify the prime contract number. Affirmations shall be
furnished at the time of proposal submission to the Contracting
Officer. All facts relevant to the existence or potential existence of
organizational conflicts of interest, as that term is defined in FAR
9.501, must be disclosed. This disclosure shall include a description
of the action the Contractor has taken, or proposes to take, to avoid,
neutralize or mitigate such conflict. If the offeror believes that no
such conflict exists, then it shall so state in this section.
Restrictive notices notwithstanding, proposals may be handled, for
administrative purposes only, by Schafer Corporation, a support
contractor. This support contractor is prohibited from competition in
DARPA technical research and is bound by appropriate non-disclosure
