Initiative (SAMI) seeks proposals to assist in developing and
evaluating demand management strategies based on incentives to reduce
air emissions. The focus of this work is to evaluate the economic
rationality of various alternative incentive-based emission management
strategies designed to induce behavioral change in the consumer
behavior of individuals and organizations. The topic areas for strategy
development are energy conservation and transportation. It is important
to note that each topic area has its own budget and work products. You
have the option of bidding on one or both components of the RFP. The

explore the effectiveness of incentive-based programs and systems based
on their relative abilities to reduce a broad range of air pollutant
emissions including NOx, SOx, VOCs, CO, PM10, and PM2.5. These
emissions are of particular interest to SAMI because they contribute to
ozone, acid deposition, and haze pollution that effects the ten Class
1 National Parks and Wilderness Areas in the Southern Appalachian
region. (Refer to map at www.saminet.org) The requested assistance will
include: 1. Screening potential strategies, 1. Working with SAMI to
select the most effective strategies to reduce the emissions of
concern, 2. Recommending approaches to implement these strategies in
the eight SAMI states, and 3. Defining the changes in emissions that
are likely to result from implementing the selected strategies. The
budget for this work is $70,000 with the proposal(s) due March 7, 2000.
Award is expected in early April and completion of the work is expected
by October 2000, with final reports due by December 1, 2000. The SAMI
modeling area is the Eastern US although specific programs will be
recommended for the eight SAMI states (AL, GA, SC, NC, TN, KY, WV and
VA). The planning period runs from 1990 through 2040 with particular
focus on 2010 and 2040. The starting point for this work is SAMI's
emission database that characterizes the 1990 base year emissions and
the projected emissions in 2010 and 2040 that are likely to result from
implementation of the Clean Air Act Amendments. That database was
developed to support air quality modeling in SAMI's Integrated
Assessment and will be provided to the contractor. With this, the
contractor will be expected to assess the changes in emission that
would occur if a set of incentive-based strategies are implemented. II.

BACKGROUND SAMI is a non-profit organization whose mission is, "Through
cooperative effort, identify and recommend reasonable measures to
remedy existing and prevent future adverse effects from human-induced
air pollution on the air quality related values of the Southern
Appalachians, primarily those of Class I parks and wilderness areas,
weighing the environmental and socioeconomic implications of any
recommendations." SAMI is led by eight states (AL, GA, KY, NC, SC, TN,
VA, WV) with participation by the Environmental Protection Agency, the
National Park Service, the US Forest Service, industries, academia,
environmental organizations, and other stakeholders across the region.

conducting an Integrated Assessment that simultaneously focuses on
ozone, acid deposition, and suspended aerosols that impair visibility.
The assessment is evaluating the environmental and socioeconomic
responses to changes in air emissions due to implementation of current
requirements of the Clean Air Act and to additional strategies that
SAMI is considering. The assessment results will guide SAMI's policy
recommendations to the eight SAMI states for implementation of
