NASA/GSFC plans to issue a Request for Quotation (RFQ) for tasks to be
performed for the development of CLAES V9 data. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GSFC intends to have the work performed by the Lockheed Martin
Advanced Technical Center. NASA/GSFC plans to issue a Request for
Quotation (RFQ) for tasks to be performed for the development of
Cryogen Limb Array Etalon Spectrometer (CLAES) V9 data. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to have the work performed by the
Lockheed Martin Advanced Technical Center. Lockheed Martin is the most
suited to undertake the tasks concerned with the latest version (V9)
of the CLAES data. The CLAES team built the CLAES instrument and
created the original software that produced all delivered versions of
the CLAES data. They have the expertise required to complete the four
tasks given in the Statement of Work and will require no training time.
The team members know the configuration of the CLAES web site and the
requirements for data transfer to the Goddard Space Flight
Center/Distributed Active Archive Center (GSFC/DAAC). It would be most
efficient and least expensive for NASA to contract with Lockheed
Martin to complete these tasks. Statement of Work: Background: The UARS
CLAES instrument was operational from September 1991 through May 1993.
CLAES Version V7 data is presently being provided publicly through
GSFC/DAAC, Building 33, at the Goddard Space Flight Center, Greenbelt,
MD 20771. The purpose of this work is to ultimately lead to CLAES
Version V9, to be provided for GSFC/DAAC. Scope: The UARS CLAES team
shall do the following: 1. For CLAES V9, recompute a subset of the
correlative comparisons carried out and published for CLAES V7 and
include the results on the CLAES Web site. 2. Add NO2 to the
correlative comparisons (not done for CLAES V7) and add to the CLAES
Web site. 3. Update the Zonal Mean Data browser on the CLAES Web site,
replacing the current CLAES V7 with CLAES V9. 4. Provide an updated
description of the CLAES V9 data and correlative finding to accompany
the data transfer to the GSFC/DAAC. The period of performance will be
for one year, after date of Award. The Government intends to acquire a
commercial item using FAR Part 12. Interested organizations may submit
their capabilities and qualifications to perform the effort in writing
to the identified point of contact not later than 4:30 p.m. local time
on February 26, 2000. Such capabilities/qualifications will be
evaluated solely for the purpose of determining whether or not to
conduct this procurement on a competitive basis. A determination by the
Government not to compete this proposed effort on a full and open
competition basis, based upon responses to this notice is solely within
the discretion of the government. Oral communications are not
acceptable in response to this notice. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
