combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulations document
(FAR) subpart 12.6, as supplemented with additional information
included in this notice and following the simplified acquisition
procedures in FAR part 13.5. This announcement constitutes the only
solicitation. This solicitation is being issued as a request for
quotations (RFQ) for the client US Navy, Computer Science Department,
Naval Postgraduate School, Monterey, CA. The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 97-15. This procurement is for the
following: Create a demonstration that shows dynamic loading of
software components using the Bamboo and Jot software packages into a
system that demonstrates shared, networked virtual environments,
including streaming video and audio feeds and interaction with the
Netscape web browser. Travel to Brown University in Providence,
RhodeIsland, the Naval Postgraduate School in Monterey, CA, and to the
advanced.org board meeting in Armonk, NY will also be required. Tasks:
(1) The contractor shall develop software components using the Bamboo
framework that interoperate with the Jot package. These components
include networking, graphics, and streaming audio/video; (2) The
contractor shall participate as needed with partners in Providence, RI,
and Monterey, CA, including phone and video conferences; (3) The
contractor shall provide all source code required to implement the
loadable modules; (4) The contractor shall present (in person) the
results of tasks 1 through 3 to the advanced.org board meeting. The
deliverables are (1) Weekly progress reports will be delivered to the
principal investigator via electronic mail; (2) Oral reports will be
made at least three times per week; (3) Oral demonstration will be made
at the conclusion of the project to the advanced.org board. Approximate
due date: 8 May 2000; (4) All source code, manuals, and documentation
developed in the course of the project will be delivered to the
principal investigator. Period of Performance: Date of Award to June 1,
2000. The provision at FAR 52.212-1, Instructions to Offerors, applies
to this acquisition. Quotes shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The clause at FAR
52.212-4, Contract terms and Conditions-Commercial Items, applies to
this acquisition. The clause at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. Potential awardee
shall be required to register in IT Solutions Shop at
it-solutions.gsa.gov. for post-award process. Quotes are due by 12:00
PM PST, Feb 18, 2000, and shall be submitted by email to
