The purpose of this synopsis is to advise industry, for planning and/or preparation purposes, of a Headquarters Air Mobility Command, Contracting Flight (AMC/CONF), Scott AFB IL, requirement at the 89th Airlift Wing, Andrews AFB MD, that is currently in the preliminary planning stages. The Government is in the process of conducting an A-76 Cost Comparison Study (CCS) of the 789th Communications Squadron/1st Helicopter Squadron, Andrews AFB MD. The study will include specific communications functions (High Frequency (HF), Ultra-High Frequency (UHF), Satellite and Local Area Networks using analog and digital voice and data), namely Special Air Missions Communications (SAMCOM), Andrews Global System Station (SCMY), Wide-band Maintenance (SCS3), Presidential Radio Maintenance (SCLSA), (SCSXA), Brandywine Receiver Site (SCSI), and Davidsonville Transmitter Site (SCS2). The Government is soliciting capability statements from interested parties capable of performing communication functions classified under SIC Code 4899 (Size Standard $11 million). At a minimum, the support required shall include all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the communication functions over potentially a 5-year contract period. The description of the aforementioned services is not meant to be all-inclusive, but only meant to convey a reasonable idea of the types of services that will be included in this CCS. As a minimum a SECRET clearance will be required of all employees, as well as a large number of TS/SBI clearances. The exact number of higher clearances has yet to be determined. Request interested parties capable of performing these functions submit the following information on or before 24 March 2000. A brief description of their company including business size (large, small, small disadvantaged, 8(a), or women-owned business concern), history, and a description of primary services provided to either the government or commercial customers, as well as the Standard Industrial Classification (SIC) code(s) for the supplies/services. Further, provide the company point of contact, address (including ZIP PLUS FOUR), telephone number, fax number, and E-mail address. List no more than the five of the company's most recent and relevant examples of past and present information relating to similar services provided to either government and/or commercial customers. Include contract number, place and performance, point of contact, and telephone number along with the dollar value. Also, provide a brief narrative of the functions performed. Page limit for the entire capability statement is fifteen (15) pages or less. Marketing literature shall not be included!!!
