(202)283-1351 The Internal Revenue Service (IRS) intends to issue a
purchase order, in accordance to FAR 13.5, to Illinois Institute of
Technology Research Institute (IITRI) for the acquisition of an
information technology engineering laboratory with IRS security
certification and accreditation. This laboratory will host electronic
commerce application-level pilots and prototypes, provide secure
external interfaces to taxpayers and trading partners, provide secure
internal interfaces to legacy systems, and provide the environment in
which to conduct intergration, interoperability, standards-compliance,
performance, and cost assessments, technologies, and products being
considered for insertion into the IRS infrastructure. The IRS requires
long-term access to a laboratory facility with the capabilities and
capacity to support all these activities and with sufficient surge
capacity to meet peak demand for laboratory resources. Integral to the
requirement for access to such a laboratory facility is the need for
an experienced, well trained laboratory operations staff. The IRS
requires technical engineering support to design, develop, deploy,
maintain, operate, and assess application-level pilots and prototypes.
The laboratory also must provide sufficient facilities for
demonstration and presentation of advanced technologies to IRS
audiences of 25 or more people. The laboratory must have independence
from market and commercial bias. All responsible sources who can
provide the above requirement at prices, terms and conditions equal to
or better than those which can be provided by Illinois Institute of
Technology Research Institute, should submit clear and convincing data
in writing substantiating an ability to furnish the entire
requirement. Responses to this notice must be received by this office
within 5 days of the date of publication of this synopsis. Any

10 pages. The Government will not be responsible for any failure

information. No solicitation will be issued; therefore, such request
for solicitation will be considered non-responsive. If no compelling
responses are received, award will be made to Illinois Institute of
